Protracted Refugee Situations - Domestic and International Security Implications (Paperback): Gil Loescher, James Milner Protracted Refugee Situations - Domestic and International Security Implications (Paperback)
Gil Loescher, James Milner
R1,152 Discovery Miles 11 520 Ships in 12 - 17 working days

Protracted refugee populations not only constitute over 70 per cent of the world's refugees but are also a principal source of many of the irregular movements of people around the world today. The long-term presence of refugee populations in much of the developing world has come to be seen by many host states in these regions as a source of insecurity. In response, host governments have enacted policies of containing refugees in isolated and insecure camps, have prevented the arrival of additional refugees and, in extreme cases, have engaged in forcible repatriation. Not surprisingly, these refugee populations are also increasingly perceived as possible sources of insecurity for Western states. Refugee camps are sometimes breeding grounds for international terrorism and rebel movements. These groups often exploit the presence of refugees to engage in activities that destabilise not only host states but also entire regions. The paper focuses on long-term refugee populations in Sub-Saharan Africa - including Somalis in the Horn and East Africa, Liberians in West Africa, Burundians in the Great Lakes Region of Central Africa - and in South and Southeast Asia - including the Bhutanese in Nepal and the Burmese refugees in Thailand. These and other cases demonstrate that protracted refugee situations can result in both 'direct' security consequences (resulting from the spill-over of conflicts and the militarisation of refugee camps) and 'indirect' security consequences (resulting from ethnic and inter-communal tensions within the host countries) for host states and countries of origin in conflict-prone regions. The project will highlight both these security concerns relating to chronic refugee populations and propose a framework of possible remedies for resolving and mitigating at least some aspects of the phenomenon.

Alexander Betts, Gil Loescher, James Milner
R1,276 Discovery Miles 12 760 Ships in 12 - 17 working days

This is a concise and comprehensive introduction to both the world of refugees and the UN organization that protects and assists them. Written by experts in the field, this is one of the very few books that trace the relationship between state interests, global politics, and the work of the United Nations High Commissioner for Refugees' (UNHCR). Looking ahead into the twenty-first century, the authors outline how the changing nature of conflict and displacement poses UNHCR with a new array of challenges and how there exists a fundamental tension between the UN's human rights agenda of protecting refugees fleeing conflict and persecution and the security, political and economic interests of states around the world. Key topics discussed include: -The UNHCR as an actor in world politics since 1950 -Refugee definition and protection instruments -New challenges to the UNHCR's mandate -Institutional strengths and weaknesses -Asylum crises in the global North and global South -Protracted refugee situations and internally displaced persons -Key criticisms and continuing relevance of the UNHCR.

Problems of Protection - The UNHCR, Refugees, and Human Rights (Hardcover): Niklaus Steiner, Mark Gibney, Gil Loescher Problems of Protection - The UNHCR, Refugees, and Human Rights (Hardcover)
Niklaus Steiner, Mark Gibney, Gil Loescher
R4,612 Discovery Miles 46 120 Ships in 12 - 17 working days

Of all the humanitarian impulses in world politics today, one of the most widely recognized is the need to protect refugees. However, as The Problems of Protection explores, what on the surface appears to be a simple proposition can quickly become complex and controversial. This complexity results in troubling variation in how we respond to our obligation to protect refugees - while NATO launches a major military intervention on behalf of Albanians in Kosovo amidst worldwide media attention, the international community's response to Sierra Leonean refugees is slow, inefficient and inadequate. Who qualifies as a refugee in need of protection? Should refugees be returned as soon as possible, or integrated into safer host countries? The contributors to this volume address the often lacking political will among powerful countries and donors, shifting attitudes among affected countries, and the difficulty of rebuilding societies in a world in which the number of refugees will almost certainly continue to increase.

Refugees and other forced migrants are one of the great contemporary challenges the world is confronting. Throughout the world people leave their home countries to escape war, natural disasters, and cultural and political oppression. Unfortunately, even today, the international community struggles to provide an adequate response to this vast population in need. This Very Short Introduction covers a broad range of issues around the causes and impact of the contemporary refugee crisis for both receiving states and societies, for global order, and for refugees and other forced migrants themselves. Gil Loescher discusses the identity of refugees, asylum seekers, and internally displaced persons and how they differ from other forced migrants. He also investigates the long history of the refugee phenomenon and how refugees became a central concern of the international community during the twentieth and twenty first centuries, as well as considering the responses provided by governments and international aid organisations to refugee needs. Loescher concludes by focussing on the necessity of these bodies to understand the realities of the contemporary refugee situation in order to best respond to its current and future challenges. ABOUT THE SERIES: The Very Short Introductions series from Oxford University Press contains hundreds of titles in almost every subject area. These pocket-sized books are the perfect way to get ahead in a new subject quickly. Our expert authors combine facts, analysis, perspective, new ideas, and enthusiasm to make interesting and challenging topics highly readable.

A must-have for any American historians.

Elena Fiddian-Qasmiyeh, Gil Loescher, Katy Long, Nando Sigona
R1,295 Discovery Miles 12 950 Ships in 9 - 15 working days

Refugee and Forced Migration Studies has grown from being a concern of a relatively small number of scholars and policy researchers in the 1980s to a global field of interest with thousands of students worldwide studying displacement either from traditional disciplinary perspectives or as a core component of newer programmes across the Humanities and Social and Political Sciences. Today the field encompasses both rigorous academic research which may or may not ultimately inform policy and practice, as well as action-research focused on advocating in favour of refugees' needs and rights. This authoritative Handbook critically evaluates the birth and development of Refugee and Forced Migration Studies, and analyses the key contemporary and future challenges faced by academics and practitioners working with and for forcibly displaced populations around the world. The 52 state-of-the-art chapters, written by leading academics, practitioners, and policymakers working in universities, research centres, think tanks, NGOs and international organizations, provide a comprehensive and cutting-edge overview of the key intellectual, political, social and institutional challenges arising from mass displacement in the world today. The chapters vividly illustrate the vibrant and engaging debates that characterise this rapidly expanding field of research and practice.

Refugees in International Relations (Hardcover): Alexander Betts, Gil Loescher Refugees in International Relations (Hardcover)
Alexander Betts, Gil Loescher
R4,511 Discovery Miles 45 110 Ships in 10 - 15 working days

Refugees lie at the heart of world politics. The causes and consequences of, and responses to, human displacement are intertwined with many of the core concerns of International Relations. Yet, scholars of International Relations have generally bypassed the study of refugees, and Forced Migration Studies has generally bypassed insights from International Relations. This volume therefore represents an attempt to bridge the divide between these disciplines, and to place refugees within the mainstream of International Relations. Drawing together the work and ideas of a combination of the world's leading and emerging International Relations scholars, the volume considers what ideas from International Relations can offer our understanding of the international politics of forced migration. The insights draw from across the theoretical spectrum of International Relations from realism to critical theory to feminism, covering issues including international cooperation, security, and the international political economy. They engage with some of the most challenging political and practical questions in contemporary forced migration, including peacebuilding, post-conflict reconstruction, and statebuilding. The result is a set of highly original chapters, yielding not only new concepts of wider relevance to International Relations but also insights for academics, policy-makers, and practitioners working on forced migration in particular and humanitarianism in general.

Refugees and the Asylum Dilemma in the West (Paperback): Gil Loescher Refugees and the Asylum Dilemma in the West (Paperback)
Gil Loescher
R984 Discovery Miles 9 840 Ships in 10 - 15 working days

This study presents an examination of the historical background and contemporary significance of the asylum and refugee issue confronting Western governments that draws lessons for future policy-making.

This is the first study of the asylum-refugee problems to examine not only the history of policies of receiving nations in the West but also some of the underlying causes of refugee movements. Past studies of the asylum problem have focused narrowly on the conditions in receiving countries and have failed to see the global interconnectedness of the refugee problem. The authors argue that resolving the asylum problem in the West requires policy makers to direct their attention toward the conditions outside the industrialized countries that cause mass movements of populations as well as toward the improvement of their own asylum procedures.

The present increase in the number of asylum-seekers and refugees is neither a temporary phenomenon nor a random product of chance events. It is the predictable consequence of fundamental political, demographic, economic, and ecological crises occurring throughout the Third World and Eastern Europe. However, Western governments did not until relatively recently envisage a large-scale movement of the poor countries northward to Western Europe and North America. Actual migratory pressures from the South and perceived threats of exodus from the East have only served to reinforce a restrictive attitude toward asylum. The refugee problem has reached such a critical point that the very institution of asylum is being threatened. These articles address the underlying causes of the current crisis, assess present policies, and define the considerations necessary for future policy-making.

The UNHCR and World Politics - A perilious path (Hardcover): Gil Loescher The UNHCR and World Politics - A perilious path (Hardcover)
Gil Loescher
R5,748 Discovery Miles 57 480 Ships in 10 - 15 working days

More than 50 years ago, governments established the Office of the United Nations High Commissioner for Refugees (UNHCR) to protect the world's refugees. The UNHCR was created to be a human rights and advocacy organization, but governments also created the agency to promote regional and international stability and to serve the interests of states. Consequently, the UNHCR has always trod a perilous path between its mandate to protect refugees and asylum seekers and the demands placed upon it by states to be a relevant actor in world politics This is an independent history of the UNHCR. Gil Loescher, one of the world's leading experts on refugee affairs, draws upon decades of personal experience and research to examine the origins and evolution of the UNHCR as well as to identify many of the major challenges facing the organization in the years ahead. A key focus is to examine the extent to which the evolution of the UNHCR has been framed by the crucial events of international politics during the past half century and how, in turn, the actions of the eight past High Commissioners have helped shape the course of world history.

The UNHCR and World Politics - A Perilous Path (Paperback): Gil Loescher The UNHCR and World Politics - A Perilous Path (Paperback)
Gil Loescher
R3,019 Discovery Miles 30 190 Ships in 10 - 15 working days

This book examines the role of UNHCR in world politics since its founding 50 years ago, its relevance towards reaching solutions to global refugee problems, and its effectiveness as the international community's principal protection mechanism for persecuted populations who have been forced into exile. The author raises questions about the adequacy of the agency's mandate in contemporary world politics and the appropriate role of an intergovernmental agency in balancing the protection of individual and group rights against the sovereign prerogatives and interests of states. In addition to analyzing the difficulties of resolving past refugee crises, the author offers bold policy recommendations as to how to cope more effectively with future refugee problems.

Gil Loescher
R3,405 Discovery Miles 34 050 Ships in 10 - 15 working days

Too often in the past refugees have been perceived as a problem of international charity. Now, with the end of the Cold War triggering new refugee movements across the globe, Loescher argues that refugee problems are political issues, and must be treated as such. Beyond Charity presents a comprehensive overview of refugee problems and assistance programs since World War II, outlining reforms to address both the current refugee crisis and its underlying causes.
